长征四号乙运载火箭

A deposit insurance program is a measure to guarantee that a certain level of deposits are guaranteed by the state even if a bank cannot pay them. The new insurance system is also seen as laying a foundation for interest rate liberalization, as a market-oriented interest rate would force banks to lose built-in interest rate margins and could put depositors at risk. China started to relax its cap on interest rates from last June, lifting the ceiling of deposit rates while lowering the floor on lending rates. 自願私人醫保

高永文:醫保鼓勵套餐式收費 2013年05月30日    食物及衞生局局長高永文說,政府透過自願私人醫療保險優化市場上的產品,當中會涉及監管;同時 找出誘因,刺激或幫助中產市民,透過購買自願私人醫保,多用私院,少用公院 。當局不會放棄套餐式收費,除了在醫保內推動,亦會直接與私院商討,鼓勵他們推出套餐式收費。    高永文今天(5月30日)會見傳媒時表示,諮詢結果顯示市民的共識是不希望推行任何強制式供款計劃,所以現在醫療改革的方向是自願式私人醫療保險。自願式私人醫療保險完全是個人選擇,香港最主要的安全網仍然是公營醫療服務,政府不會放棄對公院的支持。    他說,醫療保險是個風險攤分機制,不是全包機制。現在只是立法會衞生事務委員會下的一個專責委員會,跟進政府這方面的工作,政府這時將顧問這階段做的的工作,作一個階段性的報告給立法會,不代表這是一個最後的建議,年底有詳細建議諮詢市民。    高永文說,政府不是放棄套餐式收費,亦從來不可能所有醫療服務都可納入套餐式收費。在私人醫療中,很多時在病人入院時不知道是患什麼病,要在入院後才知需要進行什麼檢查,在診斷後才知道是什麼病,然後才知道如何治療,不可假設套餐式收費可做到百分百。    政府認為現在的醫療保險存在一些問題,雖然統計上約有30%市民已購買醫療保險,但當中有些未必性質上有保險,只是現金計劃,另一部分真正的醫保保額未必足夠,亦有很多排除的項目,所以很多病人購買後都會到公立醫院。    他 表示,整個計劃是希望透過監管,提升私人醫保產品的質量,做到少些排除和多些保障;然後透過多些人購買私人醫保,令保險公司有議價能力,與服務提供者議 價,促進套餐式收費。但這非政府的全部工作,因為未有自願醫保前已和私院討論,鼓勵他們多用套餐式收費,和透過報價提高私營醫療的透明度。    對於有市民希望政府監管和為私人醫療服務設定收費額,高永文說,在私營服務中,應該主要是市場,政府不應過度干預。但當局希望提高收費透明度,已開始與私院討論透過報價和鼓勵套餐式收費,增加市民使用私營醫療服務時的透明度和可估計度。

高永文料自願醫保方案 至少4年後才實施

食物及衞生局局長高永文表示,有關自願性質私家醫療保險方案,最快年底公布,並在明年年初開始公眾諮詢,預計至少4年後方案才可實施。 當中住院醫保設立最低水平要求,預料保費會調高1成,政府會考慮提出稅務優惠吸引中產人士購買醫保,減少使用公營醫療服務。 對於現時高風險人士可能無法購買醫療保險,高永文說,顧問公司初步建議, 可由政府設立「高風險池」,在政策推出頭一年容許高風險病人加入,如果他們不加入,當局稍後會加入年齡限制,避免政府無上限注資,同時鼓勵市民年輕時購買 醫療保險,吸引有能力的市民選擇更多私營醫療服務,減輕公營醫療服務負擔。

人社部回应近期有关养老热点问题 “多部门就延长养老保险缴费等达成共识”不准确

昨日,人力社保部副部长胡晓义在中国记协举办的新闻茶座上向媒体回应了近期有关社会保障的热点话题。胡晓义表示,到2020年,我国将全面建成覆盖城乡居民的社会保障体系。他还澄清,“多部门就延长养老保险缴费等达成共识”的说法并不准确。      以房养老只能作为 基本养老保险 的补充     胡晓义说,我国已经建立起世界上最大的社会保障计划,但养老保险还有约2亿人未覆盖,大部分是就业流动性强的农民工。近日有媒体称多部委与多套养老方案设计者们召开了为期两天的闭门会议,并在 养老制度 上达成了多项共识,其中就包括延长养老保险最低缴费15年的年限下限。就此,胡晓义首先说明,确实有这样的会议,但政府部门并未在会上发表任何意见, “多部门达成共识”的说法并不准确。     他表示, 缴费年限 确实与待遇相联系,如果都缴满15年后就停止缴费,其后果就是待遇水平会比较低。“我们是希望整个职业生涯中参保人能够持续缴费的。”胡晓义表明态度。     至于到底会不会提高15年的缴费门槛,胡晓义说:“这是个敏感问题,需要继续深入研究。”他也透露,一些典型国家设定了领取养老金的缴费年 限上限,达到上限可全额领取养老金,否则就进行递减,“是设定最低限,然后做加法,还是设定最高限再做减法,其实差别不大,主要看参保人的意识习惯和接受 度”。     对于以房养老,胡晓义强调,以房养老并不是要取代基本养老保险,只能作为基本养老保险的补充,是锦上添花的事情。如果有条件、有可能,就可以选择以房养老。      推迟退休年龄问题会慎之又慎     对于是否会推迟退休年龄,胡晓义指出,会慎之又慎。但如果单单从维持 养老基金 的收支平衡这个角度来论述推迟退休年龄视角有些偏窄。更大的社会背景是,去年新增劳动力的数量首次出现了下降,意味着中国劳动力无限供给时代已经结束,如何节约用人、提高人力资源的利用效应提到重要层面。如果在劳动力仍有足够工作能力时就让其中断工作,对人力是极大的浪费 来源: 北京青年报

IARC: Air pollution causes cancer

The expert panel's classification was made after scientists analyzed more than 1,000 studies worldwide and concluded there was enough evidence that exposure to outdoor air pollution causes lung cancer. In 2010, IARC said there were more than 220,000 lung cancer deaths worldwide connected to air pollution. The agency also noted a link with a slightly higher risk of bladder cancer. Straif said there were dramatic differences in air quality between cities around the world and that the most polluted metropolises were in China and India, where people frequently don masks on streets to protect themselves. China recently announced new efforts to curb pollution after experts found the country's thick smog hurts tourism. Professional hackers for hire - Hidden Lynx

LAST June, one of the world's most advanced hacker groups hit a problem. The US defence contractor whose systems it wanted to access only allowed a small set of trusted IP addresses to connect to their network. In an unusual move – hackers typically go for the low-hanging fruit – the group hacked the company that provided the IP whitelisting service, enabling it to forge access certificates. Famed hacker Barnaby Jack died, aged 35

 Barnaby Jack, a celebrated computer hacker who forced bank ATMs to spit out cash and sparked safety improvements in medical devices, died in San Francisco, a week before he was due to make a high-profile presentation at a hacking conference. The New Zealand-born Jack, 35, was found dead on Thursday evening by "a loved one" at an apartment in San Francisco's Nob Hill neighborhood, according to a police spokesman. He would not say what caused Jack's death but said police had ruled out foul play. Security research team BlueBox has discovered a bug in Google’s Android operating system which could make 99 percent of all devices vulnerable to a frightening attack. A vulnerability in the OS could theoretically allow attackers to take control of an otherwise legitimate app. From here the attacker could steal information or control the device itself. According to BlueBox CTO Jeff Forristal, this vulnerability has been present in Android for the last four years and could affect as many as 900 million devices around the world. BlueBox alerted Google about this vulnerability in February and will explain how the bug affects Android later this month at the Black Hat USA Security Conference in Las Vegas, Nevada. “The vulnerability involves discrepancies in how Android applications are cryptographically verified & installed, allowing for APK code modification without breaking the cryptographic signature,” writes Forristal on the BlueBox corporate blog . “All Android appl

Five Arrested In Massive Hacking Bust

A federal indictment made public today in New Jersey charges five men with conspiring in a worldwide hacking and data breach scheme that targeted major corporate networks, stole more than 160 million credit card numbers and resulted in hundreds of millions of dollars in losses.  It is the largest such scheme ever prosecuted in the United States. U.S. Secret Service (USSS), Criminal Investigations, Newark, N.J., Division (The USSS) led the investigation of the indicted conspiracy. The defendants allegedly sought corporate victims engaged in financial transactions, retailers that received and transmitted financial data and other institutions with information they could exploit for profit.  The defendants are charged with attacks on NASDAQ, 7-Eleven, Carrefour, JCP, Hannaford, Heartland, Wet Seal, Commidea, Dexia, JetBlue, Dow Jones, Euronet, Visa Jordan, Global Payment, Diners Singapore and Ingenicard.  It is not alleged that the NASDAQ hack affected its trading platform.
