人社部回应近期有关养老热点问题 “多部门就延长养老保险缴费等达成共识”不准确

昨日,人力社保部副部长胡晓义在中国记协举办的新闻茶座上向媒体回应了近期有关社会保障的热点话题。胡晓义表示,到2020年,我国将全面建成覆盖城乡居民的社会保障体系。他还澄清,“多部门就延长养老保险缴费等达成共识”的说法并不准确。     以房养老只能作为基本养老保险的补充
    胡晓义说,我国已经建立起世界上最大的社会保障计划,但养老保险还有约2亿人未覆盖,大部分是就业流动性强的农民工。近日有媒体称多部委与多套养老方案设计者们召开了为期两天的闭门会议,并在养老制度上达成了多项共识,其中就包括延长养老保险最低缴费15年的年限下限。就此,胡晓义首先说明,确实有这样的会议,但政府部门并未在会上发表任何意见, “多部门达成共识”的说法并不准确。
    他表示,缴费年限确实与待遇相联系,如果都缴满15年后就停止缴费,其后果就是待遇水平会比较低。“我们是希望整个职业生涯中参保人能够持续缴费的。”胡晓义表明态度。
    至于到底会不会提高15年的缴费门槛,胡晓义说:“这是个敏感问题,需要继续深入研究。”他也透露,一些典型国家设定了领取养老金的缴费年 限上限,达到上限可全额领取养老金,否则就进行递减,“是设定最低限,然后做加法,还是设定最高限再做减法,其实差别不大,主要看参保人的意识习惯和接受 度”。
    对于以房养老,胡晓义强调,以房养老并不是要取代基本养老保险,只能作为基本养老保险的补充,是锦上添花的事情。如果有条件、有可能,就可以选择以房养老。
    推迟退休年龄问题会慎之又慎
    对于是否会推迟退休年龄,胡晓义指出,会慎之又慎。但如果单单从维持养老基金的收支平衡这个角度来论述推迟退休年龄视角有些偏窄。更大的社会背景是,去年新增劳动力的数量首次出现了下降,意味着中国劳动力无限供给时代已经结束,如何节约用人、提高人力资源的利用效应提到重要层面。如果在劳动力仍有足够工作能力时就让其中断工作,对人力是极大的浪费

ultrafast rendezvous to ISS
