倪學仁認為,本港的排水系統仍然有效,「即使咁大雨,都處理到」,預料今次多區水浸是源於早前颱風蘇拉的影響,渠務署人員未必即可以清除雜物,相關雜物導致渠道淤塞。

而黃大仙則因地勢,雨水順獅子山向下流。

署理渠務署署長徐仕基說,昨晚降雨量大,屬五百年一遇的重現期(recurrence period),一般來說,市區主要排洪設施可抵禦二百年一遇暴雨 (flood risk),今次的雨量已超越設計容量。???

現今的排水系統只能應付50年一遇,即每小時130毫米的雨水,若降雨量超過這個數字,會引發水浸。

本港出現罕有二百年(重現期)一遇暴雨,但本港市區部分排水系統只能應付五十年(重現期)一遇的水平。黃敬專家分析指,本港的排水系統已較先進,而港島半山、荔枝角及荃灣亦先後建有三個排洪隧道群,可抵禦二百年一遇的暴雨水平,認為前日出現的水浸主要是因渠口清理不足,有垃圾堵塞所致,建議政府加強渠口的垃圾清理工作

本港不同類別公共雨水排放系統的設計標準不同,其中「市區排水幹渠系統」設計可應付重現期為200年的洪水位、「市區排水支渠系統」及「主要鄉郊集水區防洪渠」可應付50年一遇、「鄉村排水系統」10年一遇,洪水位定義以降雨強度及海平面為依據。

今次黑雨最高每小時雨量達 158.1mm, 會否跟降雨恰考分佈集中在九龍半島以南以北的區域(即天文台 raingauge)有關? 或是按本地出現水浸的最接近raingauge 為參考?

24-hour rainfalls of more than 250 mm occur fairly
frequently, and one-hour intensities of more than
50 mm are not uncommon.

Max hourly rainfall is 115 mm in 2006 jul 16,

Btw,the drainage is designed to withstand 100mm/h rainfall?
The is quite subjective, as this hourly rate is based on raingauge located in HKO...

CEDD/ DSD use a performance indicator of ### mm/h and flood width ( max) , piezometer reading to illustrate effectiveness of drainage.
The performance is area specific, eg  drainage system in Po Shan , Tsz wan Shan ,new clearwater bay road, are different.

We will hear more "one in hundred years" , "one in two or three hundred years" high temperature, rainfall, flood on the news, globally due to extreme weather

For extending the rainfall forecast time, my suggestion is:
Acquire a geostationary weather satellite with increased resolution.
- Install rain detection monitors surrounding HK territories the extend the are of coverage to at least four times the existing areas. Existing equipment has half hour forecast in advance. With increased coverage, this will increase to 1 hour in advance or more.

黃大仙嚴重水浸的成因,主要是兩處分別位於法藏寺及黃大仙祠的進水口,在大雨期間被塌陷的山泥阻塞,以至大量雨水無法及時排走,而隨山勢湧往沙田坳道及黃大仙中心北館。
