機密評估報告還詳細描述了長光衛星技術股份有限公司與伊朗伊斯蘭革命衛隊之間的人員往來,稱後者曾經在中國長時間停留。根據長光衛星技術官網的介紹,這是中國第一家商業遙感衛星公司,2017年發射的民用「吉林一號」衛星就已經能實現50釐米的解析度,遠遠優於伊朗目前最先進衛星的100釐米。《華盛頓郵報》稱,這家位於長春的企業如今已經能生產解析度達到30釐米的低成本立方星。2023年,還有報導稱長光衛星技術曾經和俄羅斯華格納雇傭兵集團簽署價值3000萬美元的協議,為正在積極參與侵略烏克蘭戰爭的該武裝組織提供衛星影像。

伊朗方面疑似尋求合作的另一家中國企業則是北京微納星空科技股份有限公司,這家企業研發的「泰景四號」系列民用衛星也至少能實現50釐米的解析度,且重量只有200餘公斤。
