簡約公屋

以「組裝合成」建築法興建,計劃在2024年初完成首批單位。


簡約公屋單位面積10至30平方米(約107至322平方呎),劏房居民當日參觀的示範單位是300多平方呎的大單位。從政府發布的視頻所見,單位內設有獨立廚房和廁所,客飯廳和廚房也有窗,採光度不俗,廁所也有窗,並非「黑廁」,但空間較狹窄,放置馬桶後,並無獨立淋浴間;另一邊的睡房,以拉簾分隔兩間房,足夠放三張床;單位並已配備冷氣和熱水爐等,基本設施齊全。

個計劃的賣點,是能夠迅速建成一定數量的房屋,用的方法就是用鋼板建造的組合屋。組裝合成建築法已是一個成熟的技術,因在工廠先製造元件,在地盤的組裝過程可以一日三層,速度特快。使用的是優質鋼材,房屋是永久性,設備及安全性不比鋼筋混凝土的房屋差。香港在科學園及一些大學校園內的學生宿舍,已有現成案例。有些人對這建築方法提出的質疑並不成立。這建築方法沒有問題,建造的房子可高達20多層,甚至更高。

組裝合成建築法建屋速度快,但成本不低。按政府提出的資料,10多層高的簡約公屋建築,每個單位成本平均約65萬元,矮的平均也要53萬元。加上其他開支,政府建議建造的3萬個簡約公屋單位,成本近260億元,平均每單位成本達86.6萬元,較傳統公屋的成本還貴10萬元。這才是此政策的問題所在。

以高於傳統公屋每單位成本10萬元的成本,建造只使用5年的臨時房屋,這還未計算使用後拆除的費用,這是甚麼道理?唯一的理由,是政府目前找不到可以永久使用的土地,但又想盡快幫助現時居住環境非常惡劣又在輪候公屋的家庭。這動機雖然崇高,惟成本與效益不成比例,絕對是非理性的。  Benefits over costs?

ultrafast rendezvous to ISS

    14 Oct 2020,  being the first to use a new “ultrafast” rendezvous” scheme with the ISS.
